Because it says "up to ~," the fighter can choose any number of targets between zero and the specified number.
Also, if you had chosen "two unit cards with "Mythisch in their card names'" from your deck and then chose zero cards to call, those two cards will be placed in the order zone as "the rest of the revealed cards."
