Does "Draw up to 1 card" mean that I can draw up to 1 card from the deck, or does it mean that I can draw until I have 1 card in my hand?It means that 'you can draw up to 1 card from the deck(0～1)'. When it is stated "Draw up to X(number of) cards", you can draw that number of cards from the deck with no regards to the number of cards in hand.
