For a "Limit Break(4)" unit, it refers to a unit with the "LB4" icon located at the start of the ability, just after the ACT, AUTO, or CONT icons, or units with "LB4" icon just after the area designation in the 【 】 brackets. It does not refer to units with "LB4" icon in the text alone.
