  No, you cannot. As effects are usually resolved in the order written, you need to put a card with "Overlord" in its card name from your drop zone on the bottom of your deck before you pay the [Soul-Blast] cost.

  No, you cannot. [AUTO] abilities can only be activated once when the conditions are met(e.g. "When this unit～"). Cost can only be paid once as well.
